Eating dog is cultural. It's like eating chicken, pork, cow meat, or cat fish in many cultures around the world.
In Nigeria, dog meat is eaten by the movers and shakers of the society. And some of these powerful people don't eat Cat fish which they worship as God.
According to my source, a Nigerian, assesses that dog meat can be addictive, expensive or rare delicacy available in a high end restaurant as we have Kobe beef in the the West.
They added, most dog eaters belong to the most powerful secret society and paper trails are rarely available.

I think when many Nigerians have dogs as pet, there will be a law to ban dog meat. For example, gay and trans civil rights in the West.
